Not sure if you mean that when you visit the site, it checks your ip (from canada) or if some site's telling you that you have a canadian ip.

If it's the first anyway that would be a website hosted in canada that has web tracker installed. So it checks the IP of each visitor, where they came from, how long they stay on each page, what browser they have, what screen resolution, what country, what internet service provider... And then the webmaster can check the info on visitors.

A normal thing most websites have that, search for "Statcounter" or "Google analytics" for more info.
