This is because more people are now becoming more reliant on the internet for various purposes, and it is not uncommon anymore to find people logging into hacker's sites to download corrupted programs, and transfer large numbers of personal files from one computer to another. Now, if you were to ask me this question, I would say that accessing the Dark Web is not illegal in any way, but using the internet for illegal purposes may be a breach to one's privacy, and that can certainly be considered a crime.
